The docs and driver naming leave a bit to be desired.
The Belkin needs only usbser. usbcom is only for USB modems.
Use:
DEVICE=C:\OS2\BOOT\USBSER.SYS /V
Replace C: with your boot drive. If all goes well, you should get COM5
assigned. If not, you have detection problems and you need to use usbres
to ensure that the Belkin is properly detected.
COM2 will not be available unless you REM out COM.SYS.
