 I run in parking lot races during the spring/summer.  I wouldn't think you'd
 have to join any organization to have races.
 The only fees that have been charged are for those who wish to take part in
 the points series.  Generally, about $10.00.  The money is used for 
purchasing
 the prizes apart from the ones the sponsoring store gives.
 You'd have to decide what vehicles will/not be allowed to race.  That's
 generally about it.
