Well, a Photoshop file saved as a EPS file contains a line : %%BoundingBox: 0 0 150 60 .... which represents the size of the image (150 pixels W x 60 pixels H). You should be able to retrieve this easily. On EPS files without thumbnails this line is the 5th line in the file. Images with thumbnails have the thumbnail image first, with the text EPS portion following. I've never had occasion to actually look for a VB usable EPS file component, but I suspect there is something around.
