I'm afraid I don't understand what you mean, Daniel. Legality depends
upon how the bird entered the country. Java Rice Birds and Quakers were
legally imported by the thousands yet now, in some states, they are illegal
to keep. Further, Java Rice Birds are on the US Fish & Wildlife Service list
of injurious species. When I inquired of USF&WS about Javas a few months ago
I was advised that without proper documentation that my birds entered the
country legally or were descended from birds who had done so they could be
confiscated.
