It's intent, Bruce. If you baby monitor accidently picks up a call
(it would be just the handset anyway) and you turn it off when you
notice, that's ok.
If you tune your scanner directly to a phone frequency on purpose and
listen on purpose because that's what you intended to do...that's different.
That same for the baby monitor. If you sit there and listen when you
*KNOW* that it is somebody's phone, you are breaking the law.
