 Actually, it has happened in the past in both CANADA and ENGLAND
where the monarch or the Governor General representing the crown
has asked a party leader if he can form a government.   The idea
here is not to have to resort to another round of election
campaigns etc...and election.

One of those un-written rules in CANADA and ENGLAND and other
commonwealth countrys.

 If the won is tied or close to tied, the reigning PM can either go
to the Governor General and say he can form a government, or she/he
goes and says he can not, thus the next party leader is approached
with the same question.  If they all refuse, then it might be
a sharing coalition government until such time a new election can
be arranged.

 Anyway, it seems only 60% votes this time.  Thats pretty bad.

 So 40% can keep quiet and say that they never supported anyone
because ....


and I leave it there!
