How about displaying the images in a Grid Cells or ListView Subitems
instead of using image controls.   This has the following advantages

    a) Just one control

    b) the images are nicely laid out

    c) You can add additional rows or columns as needed

    d) the user can scroll the grid in horizontal 
       or veritical direction

I hope my suggestion is helpful

If you need something more we have several 
components which may add additional functionality
but I suspect that standard VB Controls may meet 
your needs as I have suggested here
