Not correct at least WRT  PB450 series motherboards.
I jumpered pin 1 and 11 IIRC, opposite end opposing pins from
pin 1 where the daughterboard modem plugged in than disabled "modem"
in CMOS and was able to recover COM 1  IRQ 4 for use with another
modem. I am now in possession of two P.B. daughterboard
modems, one 2400 and one 9600, make me an offer ;-)

 Oh you never know, I'm a strange sort and just might setup
 the 486 Linux after attempting surgery to replace the 8250 UART
 with an 16550AF but that would only happen if I
 get these machines to my liking and feel the need
 for an odd sort of challenge.
