No ideas but I have a similar problem. Thought it was the ISP. I get a
connect and start doing things then after a few minutes it just seems to
sit there doing nothing.
I don't bother with a reboot though. I just hang up and redial. Then it
works for a few more minutes. Guess it may be back to 23
