There is a booth at Heathrow prior to the baggage check
(terminal 3).  50 pounds sterling is the minumum purchase
before VAT can be refunded.  I had 74 # of Hard Rock Cafe
T-shirts so I qualified.  I posted the letter on the upper
level just prior to entering customs.  Picked up a real
nice 7-band shortwave radio last year for #15.
