Do you mean two "public" fixed IP addresses, or do you mean two 
"private" fixed IP addresses of the form 192.168.0x ?

If the former, you're going to have to pay the phone company a lot more 
than you're paying now.

If you mean the latter, it's probably a matter of using fixed IP 
addresses on the two machines and using DHCP on the router. That works 
fine with my Linksys router.
