Try an auto-body paint shop, particularly a custom-type shop, and ask about 
DuPont "Imron" finishes. It's quite likely that's what was originally on your 
frame, if it's less than 10 years old. A track-bike builder here in Houston, 
Romic Cycles, uses it, and it produces beautiful, tough finishes.
