Spake Harry,
Markers whose ink smells like lacquer or oil-paint thinner or remover, the
usual "magic" and other permanent markers, can disolve the lacquer
coat on the CD/DVD and decrease the chance you'll be able to read it, if
not immediately, then over time.

The markers specially made for writing on CDs are water or alcohol based,
and are said by experts to be preferable.

I'm a skeptic about special products. But this seems reasonable. Some of
the major graphics materials supplier put their name on them, and I'd trust
that they are for real. (Unlike, say, special CD cleaners or CDRW cleaning
devices.)

I use an ordinary ink marker and clean off old marks with alcohol.
