Maybe for THAT jurisdiction but what about the
jurisdiction? You have a known criminal in custody and
may have to let him go because he hasn't committed a
'big enough' crime in your jurisdiction.
Don't the stats show that something like 80% of crimes
are committed by 20% of the criminals? How do you
and/or the FBI know it this guy is one of the 20%?

A better system would be agreements between the
individual states for extradition and the allowing of
temporary powers to LEOs from other states w/ the
necessary paperwork. Much like the treaties between
countries.
The federal government should keep nation wide records
and be able to become involved only in cases where
crimes are clearly being committed in several states by
one person or group (e.g. Ted Bundy and organized
crime) or when two or more states request their
assistants. That and maybe keeping specialist and labs
for the states to use. The states could either pay for
the use of these by either paying into a special fund
or pay only when they use them.
