The problem is that you can't make an ISDN line busy by taking it off
hook.
If your BBS is only going to be down for a minute or two, you can try
changing your off-hook string from "ATH1" to "ATDT 3,,,,,,,," or
something that will make the ISDN line think you're dialing out, which
should busy out the number. This may or may not work depending on the
phone company providing your service. Also make sure you don't enter
something that might cause you to be charged for the call.
For longer periods of time, there is no solution. I'd be eager to hear
if you come up with anything different.
