This may sound stupid but have you tried actually installing the mouse-wheel
driver (i.e. the cd / disk that came with it)?

Usually the mouse-wheel autoworks on most application but on VB you need to
install it befor eyou can scroll in the editor envoironment (yes both on VB5
or 6)/
