That is why I wrote "the so-called" and put the word "advanced" in quotes.

Nobody said it was a standard.

The program using the non-standard TIC files is "Internet Rex". It has been an abandonware for a long time and there is no chance anything may change in it.

Internet Rex will not receive an update and the sysop using it does not want to replace it if I understand it correctly.
