I infer from "End of major combat operations" that the war had
ended. All newspaper reports when listing the number of lives taken also
add that more lives have been take at the end of the war than during the
war.  Riots are still going on and perhaps increasing.  Guerilla war is
still going on.  I may be wrong on the infrastructure issue, but
electricity is still shakey as far as I've read.
