be seen as an unlicensed dealer by the Securities Commission.

Yes, and rightly so. It was BHP's registry that picked up the attempted
share fraud undertaken with Morgan's stolen company stamp.
 
Do the registries or the companies have a CHESS sponsorship facility
of their own?  Are there third party companies that provide CHESS
sponsonship?
