I don't think that's what Gene is saying, although knowing Gene, I should
let him speak for himself!  We now have O'Neil's book that portrays an
"absent" president who seems to be generally clueless.

  OUr president doesn't have to be popular with other countries, but he
does have to realize that the US is a part of a world community and not act
like some bully with no regard to other countries' sensitivities. That's
just good diplomacy.  Ironically, with good diplomacy, you often get your
way.
