Actually no. Negative population growth occurs when the death rate exceeds
the birth rate. Therefore, you can get negative population growth with a
positive birth rate providing the death rate is greater. Pure mathematics and
number crunching. For example, if the death rate is 10 per 1000 per year
n:
Positive Population Growth when birth rate > 10 / 1000 / year
Negative Population Growth when birth rate < 10 / 1000 / year
Zero Population Growth when birth rate = 10 / 1000 / year
