While most owners don't go the "extreme" your friend went too (and "extreme" is really the wrong word, but you get my drift), I know once the piece leaves my hands, the owner can do anything he wants. I know a number of artists who can't part with some of their pieces and will overprice them in hopes that no one will buy it (or not make it available for sale at all).
