Wouldn't what? I am using a 1997 PCI graphics card quite well in my
Pentium Prescott eCS system.

No it doesn't. It just means you can't use it without a compatible slot
in your motherboard. Discarding what you cannot immediately use is
generally not required.

People often import individual items. Find what you want outside your
country, then make an arrangement with someone from that country to
purchase it, after which he ships it to you however your country's
import restrictions permit or require.

People using windoze and Linux are not immune to hardware compatibility
