Google search "usbd.sys exigen" gives references suggesting something
brewing but not yet done - does anyone have any more of a lead?

FWIW it doesn't work very well in W2k either.  Jan VW analyzed the trace
where dfswin chokes on the drive, and said that he could get the disk
geometry but then (after getting the disk geometry):

>  the first real read to that disk (Windows API 'ReadFile') to read
>the bootsector, never returns.
