It may be a double bluff though i.e. state this to get the AQ leadership to
relax & thus make themselves easier targets.

e.g. predator strike followed by Pakistani official denunciations of said
strike but where the info came from Pakistan & when the Army are
quietly relived to be rid of the burden.
