That's nonsense. There's nothing left to restore.  The entire foundation of
the Hussein-controlled government has been dismantled and destroyed.

The people we "liberated" when we overthrew Saddam are now doing
much of the killing now occurring in Iraq and would not stand for it.
Trying to reinstall Saddam would  intensify the violence by a dramatic
margin.  No one would then be able to play games arguing about the
existence of a civil war.

You'd have less chance of instituting a Saddam-controlled government than
the Bushies did of installing a government of their own liking.
