huskybse:
use $(filter ...) instead of $(findstring ...)
for checking whether a program is contained in $(PROGRAMS),
so that quoting program names in $(PROGRAMS) is not necessary.
This also reverts commit e2773d1 "quote names in PROGRAMS".
