Show me a country's government that doesn't prefer one side or another in
another country's election.  Is this what you mane by wishing to pick the
winners? Every country from a diplomatic point of view is going to have a
desired winner in an election.

Still seems to me you are confusing accepting that an election was valid
and the government is elected legitimately and deciding to support
financially the elected government. Show me where the US has questioned the
legitimacy of the election of Hamas?  No elected government automatically
must be provided foreign aid because they were elected. There are
consequences to elections. Especially for a Government that many including
much of the US and Europe consider a terrorist organization.
