Well, I have no doubt in my mind that Bush did not lie about it, so if
that's what that means, yes.

But it's more complicated than just blaming the CIA, it's systemic
intelligence problem that was allowed to fester for decades culminating in
9/11. As I said, I'm sure they're roughing up the
"business-as-usual" mind-set as I type. I don't blame Clinton as
much as many do, simply because it's wrong to look back too, too critically
absent the incentive that was 9/11, but I do think keeping some of the
people from the Clinton administration was not any smarter than hiring
O'Neill - but even dumping them would not have solved the problem in the
1/20 to 9/11 timeframe.
