If your DLL is an ActiveX (also known as COM) DLL, that only has data types
available in VB, then all you have to do is create a reference (under
Project, References) to begin using it.

However, I believe it is much harder to create a COM DLL using C++ than a
Windows DLL. As long as the functions in your Windows DLL have been exported
in the correct manner, then to use it you just "Declare" the
function(s) you
want (in the same way as any other Windows API) before calling it in VB.
