I have heared MANY reason for the differences between the two Klingon races. 
The reaction of Worf in the classic DSN episode makes both types legitamate 
"klingons".
Here is an explaination that I have never heard but thought of at work while 
talking with fellow workers:
        The Klingons are a CREATED race that broke-off/escaped/was allowed 
freedom from there creators. The creators want the race to be as tough and 
strong as possible. But after a few centuries/millinia they were disappointed 
by their failings and weaknesses, so they changed them to tougher and 
stronger klingons.  All/most/some Klingons know this terrible secret, but 
would never speak of it!.
Their created condition would also explain why Tribbles hate them so much... 
they aren't genetically "right".
