I think the easiest method is to just open it
in a Picture Box, set autosize to True, resize
the PB, and then resave that as the new JPG.

   If you might resize more than once use the
original each time to start with because you'll
lose some quality on the JPG resaving.

   For saving as JPG I think you can use the Microsoft
gdiplus.dll that comes with XP. There's a redistributable
version. Make sure you get the version with the
bugfix for the IE buffer overrun exploit here:
http://www.microsoft.com/technet/security/bulletin/ms04-028.mspx

   I use a free DLL written by someone at IBM that
works well and is fairly small (259 KB). It's called
NViewLib.dll. You can find downloads online, especially
at Delphi sites.
