subject: Programming for Pocket PC

I am a hobby programmer and would like to put together some apps for
my Dell Axim.

I am mainly interested in putting together programs to handle chess
game databases in PGN format (which is just a plain text format as
easily read by hunan eye as by machine). If I could support a
graphical chessboard interface that would be great but I could start
out with text and forms.

My question is: what is the minimum amount of software I need to
purchase in order to do the programming on a desktop running Windows
2k Pro?

I have experience using VB 5, Delphi 3, C and C++. I am not opposed to
using Java or non MS software. 

I am not a systems programmer by any means. Just looking for some
suggestions on how to get started.
