Although a user control may be the best, two other possibilities are:

1. Use labels. They will be little squares instead of dots, but you can
place them easily, and they have mousemove and click events. You can
also set a different mouse pointer for them.

2. Draw the dots yourself on a picturebox, using Circle. You'd have to
keep track of where they are, and keep track of the mouse location using
the picturebox mousemove event, so you can respond appropriately to the
picturebox mouseclick event.
