As I recall the episode, Data observed that modification apparently
begins immediately after birth.
Remember how Hugh was a youthful Borg?  There was never
any reference to his assimilation, what his former name had been, or
what civilization he was from.
I can't imaging the Borg having the built-in capability to reproduce and
not using it.
