that's a local(???) distribution problem... empty areas don't take any
space so should not be a burden in any sense of the word...

if your distribution system isn't pulling and distributing them, you won't
see any traffic in them... you might want to send your link an areafix
listing all the areas you think you should be pulling from them and ensure
that you really are linked to those areas... if the system comes back and
tell you that some areas do not exist, then it is time to look further...
