My reaction was that if all of her neural pathways are so messed up, how
come she can talk so well? Would she really have had voice control with
her brain so messed up?

Chakotay *should* have said that Voyager could stay within the Borg
transwarp envelope, and keep up. A little continuity can go a long way
to solve problems. :-)
