He has it, in parallel to anything purely secular.   It's _their_ version
of checks and balances - the civil government makes the rules, and the
clerics determine whether those rules can be followed by believers.

Although he may do nothing, you can do nothing without him.  This is what
makes the demonstrations so unusual - he is normally _never_ proactive.
