Except the "we" have no means to ensure their response.  Only the IC
can 'require' such from them, and that is debatable.  

We got off to a good (albeit late) start with translations into Russian
and Spanish.  Adding a few other key languages will help to get it out
to nearly all the RC's, but that job still lies with Ward.
