It's an eCS feature, p.2 of the Menu tab in the Properties notebook, where you
set that one folder to have a toolbar (unless you want ALL folders to have
one!): click on Display Folder Menu Bars.

It won't be the same toolbar you'd get with WPSWiz, but it will contain the
same functions.
