But why was in significant?  Was the speed of the target too high?  I've
been told that radar of that era was subject to returning anomalous echoes
which could appear either ridiculous or terrifying.

Who in the Pentagon was called?  Why was Intelligence called for a matter
that was probably a technical one?  Or was the memory of WW2 still so fresh
that any odd situation was not first technical but Intelligence?  The two
merged to one during the war.
