Get yourself a copy of "Police Call plus Beyond Police Call 1996, or any of
the older Radio Shack Scanner Frequency Books, and DFW Frequency List(this is
a local to me). The rules are spelled out in the Communications Act of 1934,
and the Electronic Communications Privacy Act of 1986. These are Federal 
aws,
not local. There are also local laws, but they usually pertain to whether you
can carry a scanner in your vehicle, staying out of the way of emergency, and
police during a problem.
