Well in Canada, the CRTC also known as the regulator of telcos
outlawed junk calling machines and passed some halfways useful
laws on telemarketing to let you tell them to stop calling or
their phone service is at risk.
However oddly these rules do not apply to calls originated from a
cellular phone.  I think regulation works best when it is
proposed as an alternative to the industry mending its ways.
