 A toggling question.  What's a simple internal way to toggle
 blinking_foreground|bright_background modes?  I can do it
 with a call to the 4DOS command "setdos /b", but there's
 no doubt some low-level way to do it all inside TSE 2.5,
 probably with PokeXXXX(), but exactly how is beyond me.
