Going by this entry in the article:

I don't feel that my classification of it as racist is out of line.

Perhaps so, but I don't see any memo's laying it out that way. As it
stands, now that the Dem memo is out, it may appear to the Latino voter
that the Democrats aren't really looking out for them. Or not, it's not
like this is going to be a front page story for the next 10 months.
