You may want to look at getting a Winnov AV capture card on Ebay
cheap and use it. It has a SDK and sort of does an auto switching
between the inputs (3) when requested. Below is a test page with
3 cams connected to one card. When using one capture chip, you
will have some delay when switching between video sources as the
capture card has to resync with each video source on each switch.
