Nah, not quite that handcuffed, but there was a big problem with
communication between the various agencies during the investigation of the
first WTC attempt.

The charecterization by the news blurb on Fox about this chemical plant
incident was "no terrorist connection is presumed" yea, sure, the
guy is "just taking pictures of ammonia tanks," but happens to
have a gun and pull it and shoot the guard when he pulls up.

I'll be happy to see them pulling the library records, wiretapping, and
otherwise "violating his civil rights" and those of his buddies
after they track him down. We'll not hear anymore about it and he won't
know what they're doing either until they can grab any and all of his
cohorts too. And I should want to stop this progress because I'm afraid
they'll see I took "name your evil title" out of the library? I
don't think so.
