I was going to make it an option... but it could be done as a rule too.
options work by setting variables which persist, rules work by setting a
variable RULE_x (where x
is the letter-name of the rule) which lasts only for that line of the
config file, they can set it to any number and a few other symbols. (+-.)
they can be set more than once which results in a list of numbers
eg D1D3D13 reults in RULE_D=1 3 13
A gets you RULE_A=0
N1 RULE_N=1
