After another visit to the pc (remote site), I noticed that the VGA driver
is actually "not functioning properly" according to Device
Manager.   The pc is a specific DELL, so I am going to try the video
drivers that it offers on the support site before I resort to a PCI video
card.   It's a bit of a bother to work on this pc since there is absolutely
no internet access at the location.
