The formula I've seen for making one of those goes like this:

Find an asteroid,  of a convenient size,  and get it into the orbit that
you want.  Drill a hole in it,  and fill it with water or ice.  Mount some
rocket motors on it,  getting it to spin.  Aim a big mirror to focus
sunlight on it,  heating it up until the rock softens and the water inside
turns to steam.  What you end up with is hollow...   :-)
